The Procurement Professor Complexity Index converts seven practical dimensions into a score from 0 to 100. It is designed to challenge the assumption that purchase value alone determines process rigor: a modest purchase can deserve close attention when continuity, safety, privacy, implementation, or reversibility is difficult.

Use it for triage, not approval:
This framework is an editorial decision aid, not an industry standard, legal opinion, regulated risk model, or substitute for your organization’s policy and delegated authority.

Choose the description that best fits each factor. The calculation happens in your browser; answers are not sent or stored.

How the index is calculated

Each factor is rated from 0 to 3. The rating is divided by three, multiplied by the factor weight, and the seven weighted values are added and rounded to the nearest whole number. The weights total 100, so a maximum rating on every factor produces a score of 100.

The versioned factor definitions, weights, rating anchors, response bands, formula, and specialist-flag rule are available as machine-readable files. The JSON file is the complete canonical model; the CSV file is a flat factor dictionary for analysis and implementation.

Reuse status: the files may be downloaded and used to evaluate the framework, but Procurement Professor has not yet selected a general redistribution licence. Contact the editor before republishing or distributing modified versions.

How to interpret the four bands

  • Routine, 0–24: use an approved route and preserve a concise record of need, authority, price, fit, and receipt.
  • Managed, 25–49: compare credible options against stated requirements and document commercial assumptions, dependencies, and contract controls.
  • Strategic, 50–74: form a cross-functional team and plan the market, competition, negotiation, diligence, implementation, and governance approach.
  • Critical, 75–100: add executive sponsorship, specialist assurance, continuity scenarios, staged commitments, and credible exit planning.

A maximum rating for supply continuity, business impact, or risk and compliance exposure creates a specialist-review flag. The flag does not alter the mathematical score; it prevents one acute exposure from disappearing inside an otherwise modest average.

What the score cannot decide

The index does not determine whether competitive tendering is legally required, who may approve an exception, which supplier should win, or whether a risk is acceptable. Organizational policy, public-procurement rules, delegated authority, specialist advice, and the facts of the purchase remain controlling. Teams should record important disagreements rather than forcing a false consensus rating.

The initial weights and bands are editorial judgments, not coefficients derived from an empirical outcome dataset. Procurement Professor will keep the method stable enough for comparison, record material revisions publicly, and seek practitioner feedback before claiming any validation.

A useful way to run the assessment

  1. Ask the business owner, procurement lead, and relevant specialists to rate the factors independently.
  2. Discuss the factors with the widest spread rather than averaging immediately.
  3. Write down the assumptions behind every rating of 2 or 3.
  4. Select the minimum response, then add any policy, legal, or category-specific requirements.
  5. Reassess when the requirement, supplier route, contract term, implementation, or risk picture changes.
