Strategic Sourcing Manager

A strategic sourcing manager designs and leads supplier-market decisions for material categories or projects, using spend, demand, competition, cost, risk, and implementation evidence.

What is the mandate?

The manager may own a portfolio of sourcing projects or lead a team of sourcing professionals. The mandate is usually project-oriented: create and execute the best route to market for a defined need. It becomes broader when the same person also owns ongoing category strategy and supplier performance.

  • How the category, demand, baseline, and sourcing objective should be framed.
  • Which market strategy, event design, evaluation model, and negotiation plan are credible.
  • Which commercial and contractual tradeoffs should be recommended to decision-makers.
  • Whether implementation requirements and stakeholder commitments are strong enough to realize the result.

  • Build sourcing strategies from spend, demand, supplier, market, cost, risk, and contract evidence.
  • Design competitive events, evaluation models, governance, and supplier communications.
  • Lead negotiations across price, service, risk, implementation, change, and exit terms.
  • Coordinate legal, finance, technical, security, risk, and business stakeholders.
  • Transfer the award into implementation and verify that negotiated outcomes are realized.

How does this role differ from adjacent titles?

Strategic sourcing is not synonymous with issuing an RFP. The role should establish why the chosen route fits the market and business need. Category management is broader and continuous; a category manager may use strategic sourcing as one method within a multi-year strategy.

Common next moves are category manager, senior sourcing manager, sourcing director, procurement manager, or category director. Progression depends on portfolio complexity, negotiation authority, leadership, and evidence that outcomes survive implementation.
